The matters presented herein require us to consider and determine "the delicate balance which must be struck between the interest of the public in terminating narcotics smuggling and the individuals right to live unburdened by unreasonable intrusions on his privacy . . . ." United States v. Ramirez-Cifuentes, 682 F.2d 337, 338 (2d Cir. 1982).
